Dr. Hamid Hanoun Khalid Al-Saadi: A pioneer in Iraqi legal and constitutional thought.

Dr. Hamid Hano Khalid Al-Saadi (born 1949 in Maysan, Iraq) is one of the most prominent academics specializing in constitutional law and political systems in Iraq, leaving behind a remarkable academic and administrative legacy.
Academic and Administrative Career:
– He graduated in 1975 with a Bachelor’s degree in Law from Al-Mustansiriya University. He then pursued his postgraduate studies in Egypt, where he obtained a Diploma in Public Law (1976) and a Diploma in Criminal Law (1977) from Ain Shams University. He completed his studies by obtaining a PhD in Public Law from the same university (1981) for his thesis entitled “The Executive Function of the Head of State in the Presidential System – A Comparative Study.”
– He began his teaching career at the College of Law at the University of Mosul in 1984, progressing from lecturer to assistant professor, then dean of the college (1986-1993).
After his retirement at his own request in 1993, he worked as a lawyer and teaching at Libyan universities (1995-1999).
He was reinstated in 2002 at the College of Law at the University of Baghdad, where he held senior administrative and academic responsibilities. He has authored several research papers and scholarly publications, most notably the book “Constitutional Law” and “Human Rights,” both of which are recognized as textbooks in the faculties of law at Iraqi universities. Dr. Hamid Al-Saadi represents a model of a committed Iraqi academic who combined academic excellence in specializing in constitutional law, political systems, and human rights with administrative responsibility in leading academic institutions (the law faculties in Mosul and Baghdad) during important periods in Iraq’s history, particularly in the post-2003 period. His research and books constitute essential references in his field of specialization, and his career bears witness to an effective contribution to the development of legal thought and the promotion of constitutional culture in Iraq.
