On Wednesday, August 19, 2026, the College of Law at the University of Mosul witnessed the defense of a master’s thesis titled “Implementation of the Disciplinary Penalty Decision” submitted by the student Talib Taha Abdulrazzaq Kashmoula, under the supervision of Prof. Dr. Ahmed Mahmoud Ahmed Al-Rubaie.

The thesis addressed the implementation of the disciplinary penalty decision as the stage in which the legal and practical effects of the penalty are realized, and its role in achieving functional discipline and ensuring the proper and regular functioning of public facilities. It examined the concept of disciplinary penalties, their nature, and the governing principles, alongside the concept of implementing the disciplinary decision and its legal basis, as well as the distinction between the executive force of the decision and its physical enforcement.

The thesis also discussed the procedures for implementing disciplinary sanctions and their effects, as well as the legal and judicial guarantees afforded to public employees, particularly their right to judicial appeal. It concluded with the necessity of establishing a precise and unified legislative framework for the procedures of implementing disciplinary sanctions, in order to strike a balance between the requirements of the public interest and the protection of public employees’ rights.

The study aimed to clarify the conceptual and legal framework for the implementation of disciplinary penalty decisions, to explain the procedures for enforcing various types of sanctions and their impacts on the legal and financial status of public employees, as well as to assess the adequacy of Iraqi legislative regulation, identify its shortcomings, and propose remedies to ensure functional discipline and the smooth operation of public facilities, while safeguarding employees against administrative arbitrariness.
