Dr. Luqman Othman Ahmed, a faculty member at the College of Law, University of Mosul, participated on Monday, corresponding to September 14, 2026, in the seminar titled “The Role of Research Centers in Decision-Making,” organized by the Department of Research and Studies at the Presidency of the Republic at Baghdad Palace, in the presence of His Excellency the President of the Republic, Mr. Nezar Amidi, and an elite group of academics, researchers, and representatives of research and studies centers from various governorates of Iraq.

In his speech, His Excellency the President of the Republic emphasized that successful decision-making is based on knowledge, data analysis, foresight, and the study of alternatives before making a decision. He stressed the importance of supporting research and studies centers, enhancing their professional independence, developing the legal and institutional frameworks that regulate their work, and linking them to the needs of the state and society.

During the seminar, Dr. Luqman Othman Ahmed presented a scholarly intervention in which he addressed a number of challenges facing research and studies centers in Iraq, foremost among them the absence of systematic institutional mechanisms for communication between research centers and decision-makers, which limits the reach of study results, research, and policy papers to the relevant authorities and their benefit in shaping public policies and making decisions.

In this context, he proposed the establishment of a national network or platform for research and studies centers, serving as an institutional framework for communication and coordination between research centers and universities on the one hand, and state institutions and decision-makers on the other, allowing for the identification of priority issues, benefiting from academic and research expertise, and providing scientific studies, alternatives, and recommendations to decision-makers.

The intervention also addressed the issue of supporting research centers and sustaining their funding while ensuring their professional independence, the importance of diversifying funding sources, encouraging banks, companies, and the private sector to contribute to supporting scientific research and studies, and considering legal and tax incentives that could encourage this direction within frameworks that ensure transparency and the independence of scientific research.

In light of what was raised during the seminar regarding the need to develop the legislative environment for the work of research centers, Dr. Luqman Othman Ahmed proposed that the Presidency of the Republic adopt an initiative to submit a draft law that regulates and supports research and studies centers and enhances their role in decision-making, addressing their independence, sustainable funding, supportive incentives, institutional communication mechanisms between them and decision-makers, and benefiting from their outputs in public policy-making.

He also emphasized the importance of involving research centers and universities in the governorates within the national knowledge and decision-making system, and benefiting from the accumulated scientific and academic expertise at the University of Mosul and Nineveh Governorate in studying local and national issues and providing solutions and alternatives regarding them.

This participation comes within the framework of the academic presence of faculty members of the College of Law at the University of Mosul in national events, and their contribution to discussing legal and institutional issues related to the development of state institutions and enhancing the role of scientific research and knowledge in decision-making.
