Prof. Dr. Sinan Zuhair Muhammad Jamil, Dean of the College of Administration and Economics at the University of Mosul, actively participated in the meeting held by the Finance Committee in the Iraqi Council of Representatives on Monday morning, September 7, 2026. The session was chaired by MP Hussein Al-Darraji following an invitation from Committee Chairman MP Oday Awwad Al-Hussein, with the participation of deans from administration and economics colleges across Iraqi universities, to discuss the state of the national economy and develop scientific solutions for current economic challenges.

​The meeting featured discussions on several strategic files, most notably maximizing public revenues, reforming the economic system, diversifying income sources, reducing reliance on oil resources, stabilizing the exchange rate, rationalizing public expenditure, automating the tax system, increasing financial collection efficiency, and transitioning from line-item budgeting to program-based budgeting, thereby enhancing public money management efficiency.

​During the meeting, the Dean presented a comprehensive reform paper entitled “Maximizing Public Revenues and Controlling Expenditures in Iraq: A Reform Framework for Achieving Financial Sustainability and Protecting Public Spending.” It included a scientific diagnosis of the economic reality, a package of actionable executive measures, implementation timelines, and practical indicators to boost non-oil revenues, improve spending efficiency, and reinforce principles of sustainability and financial oversight.

​The paper gained significant attention from the Parliamentary Finance Committee, as the Committee Chairman officially received it and its core themes were discussed in detail, given its scientific insights and realistic solutions that can support economic reform and financial decision-making in Iraq, reflecting the impactful presence of the University of Mosul and the College of Administration and Economics in addressing major national issues.
