Mr. Firas Mohammed Ahmed Elias (Assistant Lecturer) teaching in the branch of International Relations of the College of Political Science, University of Mosul and winning the Masters, granted no objection to obtain a doctorate in political science specialization (international politics)k entitled to the Higher Committee for Education Development in Iraq / Prime Minister's Office , for the purpose of scholarship out of Iraq
