A New Book Published by the Head of the Department of International Relations at the College of Political Science, University of Mosul, Professor Dr. Hazem Hamad Mousa, on International Humanitarian Law and the Protection of the Vulnerable

In realization of the Sustainable Development Goals, Goal Ten: Reducing Inequalities, and Goal Sixteen: Peace, Justice and Strong Institutions; the Head of the Department of International Relations at the College of Political Science, University of Mosul, Professor Dr. Hazem Hamad Mousa, has published his new book titled “International Humanitarian Law and the Protection of the Vulnerable in Wars and Conflicts”, issued by the Academic Center for Publishing/ Cairo.
The book discusses, from a legal perspective, the conditions of vulnerability resulting from international conflicts and wars that lead to displacement, migration, detention, captivity, killing, enforced disappearance, stigmatization, and other violations. It emphasizes the need for international humanitarian law to identify and classify vulnerable groups within the scope of legal protection. The study also draws upon international treaties, conventions, and customs that have addressed the vulnerable under various designations, aiming to compile them in a single volume that serves as a guide for human rights defenders to mitigate grave violations of peace and social security.
This work serves as a roadmap for decision-makers, peacebuilders, and even conflict actors to protect the vulnerable, portraying their suffering in Iraq during repeated waves of displacement. International humanitarian law, as the author demonstrates, has placed limits on military strategies and authoritarian policies, monitored the behavior of armed groups, and affirmed that the vulnerable are protected under international laws and customs.
