A Virtual Participation by the Assistant Dean for Scientific Affairs at the College of Political Science, University of Mosul, in an International Conference Held by Ferdowsi University of Iran on “Artificial Intelligence Between Innovation and Responsibility,” and the Dean’s Office Extends Its Congratulations

In alignment with the Sustainable Development Goals, specifically Goal 4: Quality Education, the Assistant Dean for Scientific Affairs at the College of Political Science, University of Mosul, Assistant Professor Dr. Khairallah S. Al-Jubouri, participated virtually in the international conference organized by Ferdowsi University of Iran in Mashhad, titled “Artificial Intelligence Between Scientific Innovation and Human Responsibility”, held on 21–22 November 2025.
He took part with a joint research paper entitled:
“Redefining Human Responsibility in the Age of Artificial Intelligence: Toward a Normative Framework for the Governance of Political Systems.”
The study aimed to construct a new normative framework for redefining human responsibility in political governance at a time when AI systems play influential roles in decision-making. Drawing on current political tools, ethical theory, and modern governance studies, the research proposes a three-dimensional framework—principled standards, institutional design, and accountability & remediation—to identify, activate, and enforce responsibility.
The paper recommended several practical policy steps, including mandatory human oversight, decision-tracking mechanisms, and building institutional capacities, ensuring that AI remains aligned with democratic legitimacy, human rights, and social cohesion.
The Dean’s Office congratulated this dedicated scholarly effort, wishing the researcher and all faculty members continued scientific, research, and academic excellence within Iraq and beyond, God willing.
