College of Law at the University of Mosul Discusses a Master’s Thesis on Renewed Real Estate Registration

The College of Law at the University of Mosul witnessed, on Thursday, March 5, 2026, the discussion of the master’s thesis titled **”Renewed Real Estate Registration (A Comparative Study)”** by student Anmar Abdul Latif Youssef Ibrahim, under the supervision of Assistant Professor Dr. Nizar Hazim Mohammed Al-Damluji.
The thesis addressed the topic of renewed real estate registration as one of the legal means for registering ownership rights and other in rem rights over real estate not registered within the boundaries of cities, towns, and villages. This type of registration involves handling cases of real estate not recorded in the registers of the Real Estate Registration Department, whether the registration is genuinely renewed for property not originally registered, or deemed renewed in cases where the in rem right was previously registered but the register or deed has been lost or damaged, in accordance with the provisions of the amended Real Estate Registration Law No. (43) of 1971.
The thesis also addressed the procedures for applying for renewed registration and the legal mechanisms followed in that process, starting from submitting the application to the competent Real Estate Registration Department, through referring it to the Committee for Establishing Ownership and conducting an on-site inspection, up to issuing a decision regarding the confirmation or rejection of ownership, while clarifying the methods of appealing the decision before the Court of Appeal in its cassation capacity.
The study aimed to address cases of unregistered real estate in the property registers, thereby contributing to establishing property rights and enabling owners to carry out various legal dispositions after their proper registration.
