The College of Law discussed the doctoral dissertation entitled “The Element of Damage in Administrative Liability – A Comparative Study” submitted by the student Maher Khader Ghaeb Ahmed Al-Obaidi, under the supervision of Professor Dr. Ali Mohammed Reda.

The dissertation addressed the topic of the element of damage in administrative liability as one of the significant legal subjects that bridges administrative law and civil law, given that administrative law derives its rules and principles from civil jurisprudence and doctrines. The study likewise examined the conceptual framework of administrative damage, represented by the material and moral harm inflicted upon individuals or their property as a result of material acts emanating from the administration.

The dissertation aimed to elucidate the legal regime of damage in administrative liability by clarifying the nature and types of damage, the conditions entitling compensation, and the role of the element of damage in establishing administrative liability, in addition to examining the legal guarantees afforded to aggrieved individuals and the extent of their adequacy in redressing damages arising from administrative acts.
