The College of Law at the University of Mosul witnessed the defense of the master’s thesis titled “International Mechanisms in Confronting Cyber Terrorism”, submitted by student Rahma Jassim Mohammed Khudhair, under the supervision of Associate Professor Dr. Suhad Abdul Jamal Abdul Karim, on Monday, August 3, 2026.

The thesis examined the effectiveness of international and regional mechanisms in confronting cyber terrorism, as one of the most prominent contemporary cross-border security threats, through an analysis of the internationally adopted legal and institutional frameworks, and an exposition of the role of the United Nations and its specialized organizations, along with regional organizations, in enhancing international cooperation to combat this type of crime. The thesis also explored the legal problems associated with cyber terrorism, the distinctions between it and traditional cybercrimes, as well as an evaluation of relevant international conventions and the shortcomings in some international legal frameworks.

The study aimed to assess the efficiency of international and regional legal and institutional mechanisms in addressing cyber terrorism, and to propose legal and legislative solutions that contribute to strengthening international cooperation and developing accountability mechanisms, in line with the growing challenges of cyberspace and the preservation of international peace and security.
