Master’s Thesis Defense at the College of Law, University of Mosul, on Institutional Reform and Its Role in Achieving Transitional Justice

A master’s thesis defense was held today, Monday, August 17, 2026, at the College of Law, University of Mosul, for the thesis titled “Institutional Reform and Its Role in Achieving Transitional Justice” submitted by student Yassin Jassim Mohammed Salih Al-Jubouri, under the supervision of Assistant Professor Dr. Fares Mohammed Hussein.

The thesis addressed the conceptual framework of transitional justice and institutional reform, and the nature of the relationship between them. It also examined the legal foundations and principles upon which institutional reform is based in international charters and standards as well as national legislation, while highlighting the most prominent areas and mechanisms of reform—particularly the reform of security, judicial, and oversight institutions—and their role in strengthening the rule of law, combating impunity, and ensuring the non-recurrence of violations.

The study also focused on a number of applied case studies, with particular emphasis on the Iraqi experience after 2003, in order to assess the effectiveness of institutional reform in addressing the legacy of violations, enhancing public trust in state institutions, and achieving the requirements of transitional justice and social stability.

The thesis aimed to demonstrate the extent to which institutional reform contributes to the success of transitional justice, the consolidation of the rule of law and accountability, and the prevention of recurring violations, alongside an evaluation of the Iraqi experience and the most prominent challenges it faced.
