At the College of Law, University of Mosul, on Tuesday, September 1, 2026, the master’s thesis titled “Legal Guarantees for Retired Public Employees – A Comparative Study” , presented by the student Fahd Nasser Mohammed Atiyyah Al-Jubouri, was discussed.

The thesis addressed the legal status of the public employee after the end of their service, outlining the most prominent pension rights and the legislative, administrative, and judicial guarantees established by the Iraqi legislator for their protection. It also highlighted the regulation of retirement conditions, entitlement to pension rights and salaries, the legal regulation of pension disputes, the jurisdiction of the Retirees’ Cases Audit Council and mechanisms for appealing its decisions, and the role of the judiciary in protecting these rights, with a comparison between Iraqi legislation and both Egyptian and Jordanian legislations.

The study aimed to demonstrate the adequacy of the legal guarantees established by the Iraqi legislator to protect the retired employee, to identify points of strength and weakness in the legislative, administrative, and judicial frameworks, as well as to evaluate the effectiveness of judicial protection mechanisms for retirees, and to benefit from the experiences of comparative legislations in proposing legislative solutions that enhance protection and ensure stability and legal security for their status.

The discussion committee was chaired by Assistant Professor Dr. Hassan Talal Younis (Assistant Professor of Administrative Law at the College of Law / University of Mosul), with the membership of Assistant Professor Dr. Nawar Najib Tawfiq and Dr. Rana Issam A’ed, and under the supervision and membership of Professor Dr. Ali Mohammed Ridha Al-Hashimi.
