The College of Law at the University of Mosul witnessed, on Thursday, September 3, 2026, the discussion of the doctoral dissertation titled “Legislative Deficiency in Criminal Law – A Comparative Study” , presented by the doctoral student Abdullah Faisal Abbas Al-Hamdani, from the Public Law Branch, under the supervision of Assistant Professor Dr. Nawfal Ali Abdullah Al-Safw.

The dissertation addressed the phenomenon of legislative deficiency in criminal law, its causes, and its various forms, including the absence of a legislative provision for a specific factual situation, ambiguity of a text, or its conflict with another text. It also aimed to highlight areas of legislative deficiency in Iraqi legislation and to identify legal means for their treatment.

The discussion committee consisted of a distinguished group of professors specializing in criminal law, chaired by Professor Dr. Yasser Mohammed Abboubi from the College of Law at the University of Kirkuk, with the membership of Professor Dr. Mohammed Abbas Hammoudi, Professor Dr. Hashim Mohammed Ahmed, Assistant Professor Dr. Abbas Fadel Saeed, Assistant Professor Dr. Zeina Zuhair Mohammed Sheet, and Assistant Professor Dr. Nawfal Ali Abdullah as the supervisor of the dissertation.
