The College of Law at the University of Mosul witnessed, on Tuesday, September 8, 2026, the discussion of the master’s thesis presented by the student Yousif Mu’ammar Abdulkhaliq Abdulrahman Al-Ta’i, titled “The Foundations of Building Legislative Policy and Its Impact on Achieving Legal Reform / Iraq as a Model” , under the supervision of Assistant Professor Dr. Baidaa Abduljawad Mohammed.

The thesis addressed the concept of legislative policy, its characteristics, and its relationship to legislative legal reform, and the impact of the prevailing legal idea in guiding it, as well as examining the institutional framework of legislative policy in Iraq, the bodies competent to formulate and prepare it, and the stages of preparing legislation through to its approval and entry into force.

The study also focused on the constitutional, legal, value-based, and technical foundations of building legislative policy, and their role in directing the legislative process and achieving legal harmony and stability, alongside diagnosing the reality of legislative policy in Iraq after 2003 and the most prominent manifestations of its shortcomings, particularly legislative inflation, conflicting laws, and weak legislative drafting, and explaining the impact of this on achieving legislative reform.

The study aimed to clarify the concept of legislative policy, its characteristics, and its relationship to legal reform, to analyze its impact on directing the legislative process, to identify the bodies competent to formulate it and the stages of its preparation, as well as to explain the foundations upon which an effective legislative policy is built, and to diagnose the reality of its application in Iraq after 2003, thereby contributing to the development of the legal system and the enhancement of its harmony and stability.

The discussion committee consisted of Professor Dr. Sahar Mahmoud Najib as Chair, Assistant Professor Dr. Laith Dhanoun Hussein as a member, Assistant Professor Dr. Mohammed Dhanoun Younis as a member, and Assistant Professor Dr. Baidaa Abduljawad Mohammed as a member and supervisor.
