Syrian-Israeli Peace Negotiations (1999–2009)

Master’s Thesis at the College of Education for Humanities on Syrian-Israeli Peace Negotiations (1999–2009)

The College of Education for Humanities at the University of Mosul held a master’s thesis defense titled “The Syrian-Israeli Peace Negotiations (1999–2009)” on Tuesday, May 27, 2025. The session was attended in part by Prof. Dr. Saad Ramadan Al-Jubouri, Dean of the College, Prof. Dr. Nidal Mueyyad Mal Allah, Head of the Department, and a number of respected faculty members.

The thesis, presented by Ali Mohammed Jabir Hillab, examined the Syrian-Israeli negotiations beginning with the rise of Ehud Barak to power in May 1999, who prioritized the Syrian track—unlike his predecessor Benjamin Netanyahu, under whose leadership negotiations had stalled. The study concluded with the year 2009, which witnessed the return of the Likud Party and Benjamin Netanyahu’s resumption of leadership in Israel.

The research first provided background on negotiations from 1990 to May 1999. The first chapter then addressed the talks held between May and December 1999, while the second chapter covered developments between January and June 2000. The third chapter examined the impact of international political changes on negotiations during the 2000–2005 period, and the fourth chapter focused on the nature of the negotiations between 2006 and 2009.

The thesis aimed to shed light on the course of the peace negotiations, including secret meetings and negotiation rounds between Syria and Israel, the role of the United States up to June 2000, and the issues discussed during that period. It also examined the international political changes beginning in June 2000 that negatively affected the progress of negotiations, culminating in the Turkish mediation efforts of 2008–2009.

The examination committee was chaired by Prof. Dr. Majoul Mohammed Mahmoud Jasim, and included:

  • Prof. Dr. Atiyah Masaher Hamad Saleh
  • Prof. Dr. Ryan Thanoon Mahmoud Hassan
The thesis was supervised by and also included in the committee:
  • Prof. Dr. Fathi Abbas Khalaf Ahmed
